Ricky Raper charged in stolen police vehicle death case

Belleville, IL (KSDK) - The St. Clair County State's Attorney's Office charged a 42-year-old East St. Louis man for allegedly stealing a police vehicle and then killing a Belleville woman in a high-speed collision.

According to court documents, the incident happened on the Wednesday, October 3 around 8:30 a.m. at the intersection of 70th and State streets. The chase began around 80th and State streets.

Investigators said there was a disturbance over a bus fare and the suspect, identified Ricky Raper, hopped into an East St. Louis police vehicle and crashed into two cars.

Maxsimillion Quarles-Gaston, 41, died in the crash. She was in a vehicle that was struck. The family has asked that any donations be made to 'Christopher Ministries' Grief Support Group, which was founded by Quarles-Gaston in honor of her late son.

Raper was charged with first-degree murder, aggravated possession of a stolen motor vehicle and possession of a stolen motor vehicle. If convicted on all three charges, Ricky Raper faces between 27 and 82 years in prison.
