Sgt. Eric Manker said reports say one of the people jumped out of the boat and was unable to get back to it because of the high winds.  He began swimming back towards the boat, but panicked.  A second person jumped into the water to try and save him and they both went under the water.

The Illinois Department of Natural Resources Conservation Police said preliminary reports indicate neither boater was wearing a life jacket.
