BELLEVILLE, Ill. (KSDK) - Local homeless advocates are making a new push to open a new homeless shelter in the Metro East.

At 1 p.m. Monday Larry Rice will submit a petition calling for a public vote on the issue in Belleville. He wants to the city to sell him the "Turners Hall Building" for $1.

Rice says he would then use it as an emergency shelter and to provide training to the poor and homeless.

He says he will release more details about the plan after filing the petition.
