EAST ST. LOUIS, Ill. (KSDK) - Illinois Gov. Pat Quinn has declared a state of emergency, primarily because of all of the rain in the northern part of the state over the past few days.
But there are high waters in southern Illinois, too.
Water several feet high has led to the evacuation of a number of people on Terrace Avenue at State Street. People young and elderly were evacuated from their homes in that area.
Trucks from the East St. Louis Department of Public Works were used to transport residents from their homes to the senior center.
One resident says she was very concerned about her grandmother because her house was flooded.
Angela Day says it did take quite some time for emergency vehicles to arrive, but they did eventually get there, along with Police Chief Michael Floore and Mayor Alvin Parks.
